IANR EQUIPMENT FUNDS POLICY

IANR for over 15 years has had a central equipment budget from which annual allocations have been made. Prior to that time, equipment funds were budgeted in individual departmental budget lines. Decentralization of equipment funds limited a department's ability to meet that occasional need to purchase a high cost equipment item. Merging all equipment funds into a central budget has provided the flexibility to address this type of need. Also, it provides a means to address the highest priority needs from an IANR and divisional perspective.

The following outlines the process for the annual allocation of IANR equipment funds.

  1. A single IANR-wide call for equipment proposals is made of all units. The guidelines may request identification of need broken down by teaching, research, or extension. Other guidelines can be developed as appropriate.

  2. Equipment requests are summarized for review and prioritization by the deans and directors for recommendation to the Vice Chancellor.

  3. Decisions/recommendations are developed in a three-step process:

    1. IANR-wide equipment priorities

    2. Cross divisional equipment priorities

    3. Division specific equipment priorities

      • After the deans and directors (ARD, CASNR, CSD, and CED) initial review, a recommendation for funding IANR-wide equipment needs is transmitted to the Vice Chancellor for approval. The deans and directors need to identify IANR-wide equipment needs not surfaced through the departmental request process. Needs of the Nebraska Forest Service and Nebraska Statewide Arboretum would be reviewed and approved by the Vice Chancellor at this time. Approved IANR-wide equipment needs would be funded off the top of the IANR-wide allocation.

      • The balance of equipment funds remaining after IANR-wide funding is allocated to the divisions (ARD, CASNR, CSD, and CED) based upon a distribution formula.

      • ARD, CASNR, and CED deans jointly review departmental equipment proposals and make combined funding decisions. This could be done at the same time the deans and directors review the equipment proposals for IANR-wide funding opportunities.

      • The balance of divisional allocations not used for cross divisional funding commitments are available to the deans and directors for division specific equipment expenditures.

  4. Equipment allocations to divisions should be expended on equipment unless approval to do otherwise is given by the Vice Chancellor.

  5. Each dean and director can expect to receive no less than 50% of the maximum potential allocation to their division each year. Maximum potential is defined as the division's formula derived share of the total IANR equipment fund.
