UNIVERSITY OF NEBRASKA COOPERATIVE EXTENSION
PROCEDURES FOR SALE OF PUBLICATIONS

Issued May 1991

  1. The sale of designated publications to the public will be effective October 1, 1991. To provide consistency across the organization all extension offices will charge the public the retail price of publications. Single copies of NebGuides, NebFacts, and Home Extension Club lessons are excluded from the publication charge policy. 4-H materials will continue to be distributed to counties according to the present quota system.

  2. Extension offices and Research & Extension Centers will be charged the wholesale price for publications beginning April 1, 1992. The following groups will be eligible to purchase materials from IANR Communications and Computing Distribution at the wholesale price:

    1. University of Nebraska Cooperative Extension offices.

    2. IANR Research & Extension Centers.

    3. IANR Departments

    4. IANR Faculty

    Other groups will be charged the retail price and must obtain approval from Cooperative Extension before offering the materials for sale at other than retail price or free to the public. This is to ensure that Cooperative Extension educational materials are not made available to the public at prices below those at extension offices.

  3. The retail price of educational materials will be contained in the October 1, 1991 IANR Communications and Computing Publications Catalog. Attachment A gives an overview of how publications are priced. The prices go into effect October 1, 1991, as noted above. There will be no minimum order.

  4. Units handling sales will retain the difference between the wholesale and retail prices. Departmental publication allocations will be credited with the revenue from sales to county and R & E Centers This additional income will be used by Departments to offset the increasing cost of printing new and existing publications.

  5. IANR Communications and Computing in cooperation with departments, will be responsible for establishing the wholesale and retail price of publications. The wholesale price of publications is based upon the cost of printing and duplicating. The retail price is generally double the wholesale price, but in a few cases it may be higher or lower to reflect a market potential, a special audience need, or a program priority. Publications funded by sources other than departmental publications allocations (i.e. grants) will be sold at prices determined by the authoring department and IANR Communications and Computing. Revenue from the sale of these publications can be split between grant/departmental accounts and publications allocation accounts.

  6. A retail price code will be added to the publication number located on the front cover of Cooperative Extension publications. The price code will be included on all new and revised publications printed by Cooperative Extension after May 15, 1991. The price code for publications purchased from other states will be affixed to the front cover. Following is an example of how the price code is used:

    In this example "G" is the price code. Signs which list price codes and cost will be provided to counties.

  7. The author(s) of publications can request up to 50 free copies of the materials from the initial printing. These are to be used at author(s) discretion. Special cases in which additional copies are needed can be negotiated with their respective department head/chair. Publications located on the front cover of ordered by the author(s) after the initial printing will be priced at the wholesale price.

  8. Extension specialists can assist the public who call and request a publication by filling out an order form over the phone and sending it to the IANR Communications and Computing Distribution Center, 105 ACB, 0918. The Distribution Center has order forms that will be provided upon request.

  9. At workshops, training sessions, conferences, etc., the retail price of the publications should be, built into the registration fee and then provided to all registered. Sales tax for the publication must also be built into the cost of the workshop and reported with other publication sales. The organizers of the workshop (county, EPU, specialist) are responsible for acquiring the publications and coordinating money exchange.

    Alternatives to the above procedure include:

    1. Provide a publication order form to clientele that can be mailed or delivered to the IANR Communications and Computing Distribution Center for processing.

    2. Inform participants at public meetings that they can purchase publications from their local Extension offices.

     

  10. Educational materials produced by the Cooperative Extension Division may legally be copied by Cooperative Extension employees. However, employees are discouraged from doing so. In most cases, copy machine quality is inferior to the originals and reflect negatively on our public image. When materials are copied, care should be taken to insure that the Cooperative Extension indicia (cooperating statement, civil rights statement and UNL/IANR logos) is included.

  11. Outside requests for copying or reprinting Cooperative Extension materials should be sent in writing to the appropriate assistant dean for approval. The request should state the reason and intended use as specifically as possible.
